McLean County Clerk and Recorder
Normal property owners and title researchers use the McLean County Clerk and Recorder at 115 E. Washington St., Room 104, Bloomington, IL 61701. Phone is (309) 888-5897. Hours are Monday through Friday, 8:30 AM to 4:30 PM. Normal is directly adjacent to Bloomington and there is no separate Normal recording office. All Normal land records are filed at this one McLean County location.
The Recorder's office handles all instruments affecting title to real property: warranty deeds, quitclaim deeds, deeds in trust, trustee deeds, special warranty deeds, mortgage documents, lien releases, assignments, easements, and subdivision plats. The index goes back many years. Some records are searchable through the county's online system at mcleancountyil.gov. Older records may need to be accessed in person.
In McLean County, the County Clerk serves the recording function. This is a combined office arrangement common in Illinois counties outside the Chicago metro area. When you call or visit, ask for the recording division. Staff can direct you to the right counter whether you are searching records or submitting a new deed for recording.
Searching Normal Property Records
Start with the PIN (parcel identification number) when searching for a specific Normal property. The PIN appears on your property tax bill. A PIN search in the county's index returns every recorded document tied to that parcel: deeds, mortgages, releases, easements, and any lien filings. This is the cleanest search method and avoids the name variation issues that can come up with name searches.
Name searches work well for broader research. A grantor search finds all documents where a person or entity signed as the transferring party. A grantee search finds documents where they received property. By pairing these searches, you can trace the ownership history of a Normal property through multiple successive buyers and sellers. Name searches are also useful if you want to find all property a specific person has ever recorded in McLean County.
For complex research or full title searches, consider hiring a title company or abstracting firm with full database access to McLean County records. They can run comprehensive searches much faster and flag any issues such as unreleased liens or breaks in the chain of title.
Recording a Deed in McLean County for Normal Property
Illinois deed standards are set by 765 ILCS 5. A deed must be signed by the grantor and acknowledged before a notary public. It must include the full legal description of the property, not just the street address. The first page needs a three-inch blank margin at the top for the Recorder's recording stamp. The PIN must appear on the deed. The document must state the return name and address for the recorded copy. A deed that is missing any of these requirements will be rejected at the counter.
Before recording, file a MyDec transfer declaration through the Illinois Department of Revenue's online system at mytax.illinois.gov/MyDec. Print the confirmation after submitting and attach it physically to the deed when you go to the Recorder. All transfers need a declaration. For exempt transfers, enter the exemption code and explain the basis for the exemption. The Recorder will not record the deed without the MyDec confirmation page attached.
Normal does not require a municipal transfer stamp. You do not need to go to Normal Town Hall before recording. For a standard Normal residential sale, you need four things: the deed, the notarized grantor signature, the MyDec confirmation, and the recording fee. Bring those to the Bloomington office and the recording proceeds at the counter.

Recording Fees and Transfer Taxes
McLean County recording fees are governed by 55 ILCS 5/3-5018. The base fee for a document up to four pages is $98. This amount includes the $18 Rental Housing Support Program surcharge that applies in all Illinois counties. Pages beyond four add per-page costs. Call (309) 888-5897 to confirm the current fee before mailing documents or arriving with a check.
State transfer tax under 35 ILCS 200 is $0.50 per $500 of the sale price. McLean County adds $0.25 per $500 as a county transfer tax. Both are based on the consideration amount entered in the MyDec declaration and are paid at recording time. Normal does not impose a municipal transfer tax, so total transfer taxes in Normal are state and county only.
Illinois veterans can record their DD-214 military discharge document at no charge at the McLean County Recorder. This benefit is available statewide. The Recorder maintains the document permanently as a retrievable record. Bring your original DD-214 to the Washington Street office in Bloomington and ask staff to record a copy for free under the veterans recording exemption.
eRecording and Mailing Documents
McLean County accepts electronic recording through approved vendors under 765 ILCS 33. Approved platforms include Simplifile, CSC, EPN, Hopdox, and Indecomm. Title companies and lenders use eRecording for the great majority of closings. Documents submitted electronically are typically recorded the same business day. If you are a private individual recording your own deed, in-person submission or mail recording is the standard approach.
For mail recording, send the original deed, the MyDec confirmation, a check for the recording fee, and a self-addressed stamped return envelope to the Bloomington office. Call the office first to confirm the exact fee. Sending the wrong amount will cause a delay while the office contacts you for the difference or returns the documents.
